What is the Community Infrastructure Levy?

The Community Infrastructure Levy (the ‘levy’) is a charge which can be levied by the SDNP or Winchester City Council on new development in our area. 

Most new development which creates net additional floor space of 100 square metres or more, or creates a new dwelling, is potentially liable for the levy.

Some developments may be eligible for relief or exemption from the levy. This includes residential annexes and extensions, and houses and flats which are built by ‘self-builders’. 

Owslebury Parish Council has received a payment from the Community Infrastructure Levy (CIL). The Community Infrastructure Levy Regulations 2010 (as amended) require the SDNP to monitor if that money has been spent and if so what it was spent on.
