Owslebury and Morestead Parish Council

12.5 hours per week  |  Mainly home-based  |  £16.08–£17.17 per hour

Owslebury is a small rural parish to the south of Winchester, set largely within the South Downs National Park. It has a strong sense of community, with numerous active clubs and societies, and even a post office that operates from the village hall twice a week. The Monarch’s Way passes through the parish, and residents enjoy more than sixty footpaths and bridleways across the surrounding countryside. Each year the village hosts its much-loved scarecrow trail, a highlight for locals and visitors.

The position is mainly home-based, for 12.5 hours per week. Meeting attendance, preparation, minutes and required training form part of paid working time. Some evening and other out-of-hours work is required, normally including two meetings each month. The postholder may be required to work up to 10 additional hours per calendar month to meet the Council’s needs, with reasonable notice. Additional hours must be authorised in advance under the Council’s agreed arrangements and will be paid at the normal hourly rate. Additional hours are not guaranteed.

Remuneration for the role will be between £16.08 and £17.17 per hour, corresponding to National Joint Council for Local Government Services (NJC) spinal column points 15–19 at 2026/27 rates. The starting salary point will depend on the successful applicant’s relevant knowledge and experience. A broadband and homeworking allowance and assistance with training costs are also provided.

Annual leave entitlement is 20 days per year (full-time equivalent), calculated pro rata to the contracted working hours and expressed in hours. Leave dates are subject to agreement with the Council. The holiday year runs from 1 April to 31 March.

This vacancy is an excellent opportunity to join a parish council with a committed group of seven councillors and a very active local community. The Parish Council is in the early stages of planning the redevelopment of the Recreation Ground, including a new pavilion. We are looking for someone with strong knowledge of the planning process who can help guide the project as it develops, working closely with councillors and the Council’s professional advisers.

The ideal candidate will have a proven track record within local government or a comparable organisation, with relevant administrative and financial experience, sound judgment, impartiality and the ability to communicate professionally with councillors and the public. They will already hold the CiLCA qualification, be working towards it, or be willing to obtain it within two years of appointment.

More importantly, the successful candidate will demonstrate a real interest in the parish and a dedication to delivering services of the highest quality to residents, businesses and visitors across Owslebury and Morestead.
